IPC (Elcard), BAKAI, and the Federation of Trade Unions Launch a Major Social Project

The Federation of Trade Unions of Kyrgyzstan, the Elcard National Payment System, and BAKAI have signed a trilateral cooperation agreement, kicking off one of the largest social projects in recent years. The goal is straightforward: make social support for workers more modern, accessible, and easy to use.

The partnership will produce an Elcard+ union discount payment card - one card that combines modern financial services, a loyalty program, and exclusive benefits for union members. Instead of carrying multiple documents, members get a single tool for paying for purchases and accessing a full system of discounts, perks, and special offers.

"Today, the national payment system is more than just a convenient way to pay. It's infrastructure that can create real value for millions of citizens. By launching this project with the Federation of Trade Unions of Kyrgyzstan and BAKAI, we're expanding the Elcard ecosystem and showing how financial technology can genuinely work for people - bringing payment services, digital solutions, and social initiatives together in one product," said Altymysh Turatbekov, Chairman of the Board of CJSC MPC.

In the first phase, 30,000 cards will be issued to replace existing union discount cards. From there, the project rolls out in stages, eventually reaching every member of the Federation of Trade Unions of Kyrgyzstan - 347,560 people across 6,037 primary union organizations.

"Today we're presenting a new chapter in a unique social project for union members. The discount card that has been helping workers access additional benefits for two years is now being upgraded and taken to the next level. For the first time in this format, the Federation of Trade Unions of Kyrgyzstan, the Interbank Processing Center, and BAKAI Bank are joining forces on the foundation of the national Elcard payment system. This is a meaningful step in the development of social partnership. The project's goal is to build a modern, convenient support tool that truly works for the working people of this country," said Muradil Jumadilde uulu, Chairman of the Federation of Trade Unions of Kyrgyzstan.

The Federation represents workers across 16 sectors of the economy, including education, healthcare, public service, energy, construction, industry, transportation, agriculture, and trade. It's for these workers that a unified benefit system is being built - one that delivers real value in everyday life.

New cardholders get access to special discounts and offers across the most in-demand categories:

  • Medical services and health products
  • Children's goods and educational services
  • Restaurants, cafes, and food service
  • Hotels, leisure, and tourism
  • Airline tickets and passenger transport
  • Beauty salons and personal care services

The card also works as a full modern payment instrument within the Elcard+ national payment system - covering purchases, transfers, digital banking, and cashless payments across the country.

"The Elcard+ card brings together a payment instrument, a union membership card, and a loyalty card - giving trade union members convenient payments, discounts, and special offers all in one place. For BAKAI, this is another step in building our digital ecosystem and creating solutions that make people's lives simpler and more comfortable," said Marat Kakeev, First Deputy Chairman of the BAKAI Management Board.

For the Elcard national payment system, the launch is another step in developing the national payment infrastructure and growing the domestic financial services ecosystem. For BAKAI, it opens up opportunities to expand card issuance, bring in new clients, and develop modern banking services.

The project also supports the government's push to grow cashless payments and digitize financial services. By bringing together the trade union movement, the national payment system, and the banking sector, the partners are building a new social support mechanism that pairs modern financial technology with real, tangible benefits for working people.

With the new Elcard+ card from Elcard and BAKAI, trade union members get more than just a payment tool - they get an entire system of advantages, from convenient payments to exclusive offers and discounts.
