What is Banking Support of Contracts (BSC)?

Banking Support of Contracts is a mechanism designed to ensure transparency and oversight in the execution of government procurement contracts. All financial settlements under such contracts are conducted through special accounts opened with an authorized bank.

Functions of BSC include:

• Opening special accounts for contract settlements
• Monitoring payments between suppliers and subcontractors
• Providing reporting to purchasing organizations
• Informing government authorities on the status of contract execution

Who Participates in the Process?

• Ministry of Finance of the Kyrgyz Republic - the authorized body for public procurement

• Suppliers and Subcontractors - legal entities registered in the Kyrgyz Republic or in EAEU member states that have entered into supply or service contracts

3. Signing of a BSC agreement with the bank
4. Signing and submission of the contract to the bank
5. Opening of dedicated accounts for suppliers and subcontractors
6. Execution of settlements under the contract
7. Submission of reports to the procuring entity and the Ministry of Finance
8. Completion of the BSC procedure
